Grind nuts, 1/2 fine, 1/2 coarse. Whisk eggs with sugar until frothy; stir in butter and lemon zest. Add all dry ingredients to fine nuts, add egg mixture.
Shape into 2 logs, bake at 350 for 25 min. Cool, slice 1/4″ thick. Bake at 250 until dry.
Melt chocolate with oil. Dip one end of each cookie and roll in coarse nuts.
